On the image it looks looks as if the bulb not completely with Earth is covered, the tuber surface should come to are always a few cm. below the bottom, otherwise no roots can be formed and the leaf is not growing.

Since I agree with René.

I've not seen in the very first moment. The roots are formed at the base of the shoot. Since this is a free, no roots are formed and thus no growth.

As a general rule, you may remember that the tuber must so deeply into the Earth, as she herself is.
