I have unfortunately no experience with such a big konjac, but this is probably simply a question of temperature.
How cold is it in the garage?
How were the temperatures in the last year's bloom?
If you want to speed that up, you have to make it probably only slightly warmer....

Yes, Bernhard has right to go when faster you have to make the tuber warmer. I would have simply in the home drive it until the flower is well developed, and they then flower in the underground garage.
Especially when such large tubers, this approach is highly recommended, because the comparatively long giant things need until they have their bloom and therefore also the new phase of growth delay quite.
