So far, never had any problems receiving tubers/seeds/cuttings/or other plant material from outside the Netherlands. Received material from Indonesia, Thailand, USA and different European countries. And earlier this year my father in law had taken some plants from Japan, 1 of them was an Arisaema kiushianum in flower and with potting soil. At customs they thought it was an Orchid,so he had some problems at first, but the boss said it was a cobra lily and no problem at all. So it probably really depends on which country. Have been looking at the regulations of the Netherlands of importing plants, the only thing they say about aroids is that the tubers are only inspected by the eye for certain kinds of fungi or other pests.
So far I also never had to pay extra taxes, might have been lucky.
