I have big bulb of Arum dracunculus bought one month ago is it summer growing or do I have to plant it now?, it seems to me that it is starting to grow roots, is this normal or it is in the wrong season?

Yes, you have to plant your bulb now because it starts growing the roots in winter and then it comes out in spring.
In Germany, the bulb should be planted pretty deep (up to 30cm) so that in cannot freeze. Another problem can be moisture in the winter because the bulb might rot in this case. So it might be good to cover the earth above the bulb with something which is impermeable to water.
